SUBJECT: P.I.E. System

Dear Mr. Strieter,

The purpose of this letter is to inform you of my satisfaction with the asbestos abatement work that Southern Insulation, Inc., performed using the Southern Concepts, Inc., Portable Isolation Enclosure (PIE) unit. So far, the College has contracted with your firm to perform two projects which involved the removal of asbestos-containing ceiling tiles at the Rockville Campus Art Building.

The first project took place in March, 1994. It involved a total removal of approximately 1,300 square feet of ceiling tiles located in the Art Gallery and an adjacent corridor. This work was performed during regular operating hours while the rest of the building was occupied. The second project took place in October, 1994, on a Saturday night, after classes were finished for the day. This project involved the partial removal of ceiling tiles located on the fourth floor of the building (approximately 920 square feet).

As you already know, I was somewhat concerned about the use of the PIE system when your firm initially proposed to use it in lieu of the traditional containment system for the Art Gallery project. To ease my concerns, you provided me with a comprehensive ventilation study report with back up air sample results as well as references for other projects in the Washington, D.C. area, where the PIE system was used. Upon a thorough review of the report and reference checks, I decided to approve its use for that particular project.

Both projects were a great success. They were finished in an optimum amount of time with minimal disruption to the overall operations of the building. ALL of the air samples that were taken outside the PIE unit during the duration of both projects were quite low, in fact, they never exceeded the baseline sample results that were taken before the projects even started. Additionally, all the final clearance air samples (PCM and TEM) passed with no problem.

The PIE system works extremely well for applications of this sort when used by thoroughly trained and conscientious personnel such as your staff at Southern Insulation. I am sure that there will be many other occasions in the future where the College will call upon your firm to perform asbestos abatement work using the PIE system.
